Contractual collection conditions

You are a collection point, and you want to request collection of electro-appliances via the Recupel system? Then, for each request, you must confirm that you meet a number of special conditions. The text below stipulates these conditions:

Part ‘A. General collection conditions’ applies to every collection point (unless the conditions stated under B or C differ from A).

Parts B and C apply only when the collection concerns corona discharge bulbs.

Part D, concerning the smoke detectors, applies only for the containers parcs.

A. General Collection Conditions

  • The collection point complies with all applicable legal and regulatory conditions concerning WEEE storage.
  • The collection point has registered as such via the Recupel website.
  • The collection is carried out by an authorised collector.
  • The collection point may request a collection for at least 8 (eight) individual units (one large white appliance, one refrigerator or one freezer), or a full receptacle (box pallet or container of 38 m³). (Only applicable for household electro-appliances.)
  • With the exception of WEEE that are collected as individual units, the collection point places the WEEE in an adapted receptacle, a box pallet or container, available free of charge from Recupel. This takes place in compliance with the relevant instructions and with the necessary care, in such a way that neither the receptacle nor the WEEE is damaged and so that no harmful substances are released. (Only applicable for household electro-appliances).
  • The collection point requests the receptacle to be collected at least 4 times a year. (Only applicable for household electro-appliances).
  • The WEEE and the receptacle are stored in open containers in a dry place, sheltered from rain and snow.
  • The receptacle is completely full (at least 80%) and exclusively contains electro-appliances, as described in the Recupel product lists.
  • The WEEE are complete (i.e. contain all essential components) and are stripped of all possible products or items that are foreign to them (such as, for example, packaging, protective material, food waste, garden waste, etc.). Accessories that are not essential components of the appliance are not accepted.
  • The WEEE/the receptacles are/contain neither radioactive appliances, nor appliances with a biological, chemical or radioactive contamination risk. Collection of such appliances will be refused.
  • As long as the WEEE/the receptacle is in the possession of the collection point, it shall bear the risk for them and is liable for damages caused by or to the WEEE and/or the receptacle, and for any damages resulting from the incorrect handling of the receptacle or of its contents. Recupel is not the owner of the WEEE and is not liable for damages. Recupel is also not liable for any physical harm, illness or injury caused by the reception or handling of the WEEE/the receptacle at the collection point, including harm, illness or injuries caused by infection, germs, infectious agents, radioactivity or poisonous substances. Infected or contaminated products are not allowed and the receptacle may not contain such products.
  • The WEEE/receptacle is ready for transport by the collector, which means: it is in a readily accessible place on a hardened surface and ready for transport so that the collector can pick it up without losing time and without practical problems. The collector's potential waiting time at the collection point address may not amount to more than 15 minutes.
  • If the receptacle is not built in compliance with the instructions, or if the collection cannot take place or can only take place after a delay because one of the collection conditions has not been complied with, any costs resulting from this, including potential needless transportation costs for the collector, will be borne by the collection point.
  • The collection point receives a collection receipt from the collector.

B. Collection conditions regarding corona discharge bulbs > 200 kg

  • The collection takes place for a minimum of 200 kg per receptacle per collection.
  • The collection point submits at least 1 collection request per year.
  • The bulbs must be placed in an adapted receptacle. This receptacle is provided free of charge by the collector.
  • The receptacle is stored in a dry place, sheltered from rain and snow.
  • Corona discharge bulbs must be stripped of all possible packaging (boxes, cases, cardboard, etc.). The receptacle must not contain rubbish or any other type of waste. The corona discharge bulbs are delivered in dry condition.
  • Only complete corona discharge bulbs will be accepted: broken, damaged or dismantled bulbs, etc., will be refused.
  • Incandescent bulbs (bulbs with a filament) are not accepted.
  • Fittings belong to the category OTH.

C. Collection conditions for small quantities of corona discharge bulbs (< 200 kg/year)

  • The bulbs are collected in the bulb box made available free of charge by the collector. The box itself (not its contents) is the property of Recupel. A box will be collected only when it is completely full.
  • The collection point can submit a maximum of three collection requests per year for a 50-kg bulb box. Only one bulb box is placed, collected or exchanged per collection.
  • The receptacle is stored in a dry place, sheltered from rain and snow.
  • Corona discharge bulbs must be stripped of all possible packaging (boxes, cases, cardboard, etc.). The receptacle must not contain rubbish or any other type of waste. The corona discharge bulbs are delivered in dry condition.
  • Only complete corona discharge bulbs will be accepted: broken, damaged or dismantled bulbs, etc., will be refused.
  • Incandescent bulbs (bulbs with a filament) are not accepted.
  • Fittings belong to the category OTH.

D. Collection conditions for smoke detectors (only for the containers parcs)

  • The collection point observes all applicable legal and statutory conditions regarding the storage of smoke detectors.
  • The collection point is registered via the Recupel website as a collection point.
  • Collection is by a collector appointed by Recupel.
  • Collection concerns autonomous optical or autonomous ionic electrical and electronic smoke detectors, or products under numbers 09.11.04 and 09.11.05 of the Recupel appliance lists.
  • The collection concerns smoke detectors discarded by an end user. Maximum two smoke detectors per delivery are accepted from the end user
  • The collection point stores the smoke detectors in a collection recipient (metal container) made available by Recupel free of charge.
  • Smoke detectors (in the collection recipient) are put in the agreed location where small hazardous waste is stored. If this is not available, they are stored nearby, in a place not accessible to the public. They are kept dry.
  • This collection recipient comes with a plastic bag inside. The collector takes the full bag out of the collection recipient and puts an empty bag in.
  • The collection recipient and plastic bags are kept in good condition.
  • All smoke detectors are put in the plastic bag in the collection recipient. The collection point does not sort nor handle the smoke detectors.
  • A maximum of 1,000 smoke detectors are stored together. The collection recipient has been designed to not contain 1,000 smoke detectors.
  • Collection can be requested for plastic bags that are at least 80% full.
  • Collection is requested via the Recupel website (www.recupel.be).
  • The collector appointed by Recupel collects the plastic bag within 10 working days after confirmation of the collection.
  • The collector waits a maximum of 15 minutes at the collection point.
  • The collection point signs the collector's collection slip and receives an original.
  • Recupel does not own the smoke detectors and is not liable for damage caused to or by the smoke detectors.
